La trama trata sobre lo que ocurrió luego de los hechos que tuvieron lugar durante Need For Speed: Most Wanted. El personaje protagonista regresa a su ciudad natal, pero todo allí ha cambiado. Ahora cuadrillas se pelean el control de las calles para así dominar toda la ciudad. El duelo final se disputa en el "Cañon Carbono", una carrera mortal.
